Job Summary: The Project Manager – International Operations is responsible for managing all aspects of projects conducted in international markets. ︁︈︁︁︉︁︆︃︉︅This includes overseeing the execution of works according to project plans, ensuring alignment with budgets and timelines, coordinating resources, maintaining client relationships, and ensuring project quality. The Project Manager works closely with the Economic Manager and external stakeholders, reporting regularly to the External Works Division Director and the Executive Committee on the financial and operational status of the projects.
Key Responsibilities:
- Update project cost estimates and propose the project budget.
- Collaborate with the Economic Manager to ensure the achievement of financial and performance indicators set by the Executive Committee.
- Ensure the correct implementation of decisions taken by the General Assembly, Board of Directors, and other senior management.
- Provide regular economic and financial reports on the branch’s performance, highlighting progress on performance objectives and addressing any deviations.
- Ensure the accuracy of financial data and information submitted to the Director of External Works Division and the Executive Committee.
- Coordinate project teams, ensuring adherence to execution schedules, budget control, and quality standards until project completion and warranty.
- Conduct market research to identify new opportunities, assess local conditions including costs and wages, and propose participation in external tenders.
- Develop and maintain positive relationships with clients, consultants, and third parties in international markets to ensure smooth project execution.
- Identify, evaluate, and propose local subcontractors for project work, reviewing contracts in conjunction with the Economic Manager.
- Manage subcontracting agreements and partnerships, ensuring alignment with technical and financial standards.
- Oversee the procurement of local personnel, equipment, and materials, optimizing costs and adhering to project timelines.
- Ensure all necessary permits, certifications, and insurances are obtained in line with project requirements.
- Oversee project planning and scheduling, making adjustments as necessary and preparing execution programs for approval.
- Ensure all quality standards and contract terms are met, addressing any client or consultant observations during the project lifecycle.
- Ensure compliance with all legal requirements (local, European, or Romanian), including labor laws, health and safety regulations, and contractual obligations.
- Collaborate with HSEQ (Health, Safety, Environment, and Quality) personnel to evaluate and mitigate risks associated with project work.
- Establish workforce requirements for the branch and projects, ensure proper training, and oversee personnel selection, deployment, and dismissal processes.
- Ensure staff compliance with local norms, customs, and regulations in the host country, providing guidance as necessary.
- Manage labor conflicts and intervene as needed to ensure the project is not affected, notifying senior management and HR when local resolution is not possible.
- Ensure timely submission of daily, weekly, and monthly reports to clients and consultants.
- Prepare detailed end-of-project reports, outlining challenges, opportunities, and recommendations for process improvements.
- Strictly follow internal procedures related to the protection of personal data and cybersecurity, ensuring password and system access confidentiality.
- Prohibit unauthorized copying or access to personal data unless specifically authorized.
Qualifications:
- Bachelor's Degree in Engineering, Management, Technical;
- Proven experience in managing large-scale construction or industrial projects, particularly in international markets.
- Strong financial acumen and experience working with budgets and financial reporting.
- Excellent leadership, negotiation, and communication skills.
- Knowledge of international labor laws, health, and safety regulations.
- Fluent in English;
